SNOW HILL– Berlin’s former town administrator apologized in Worcester County District Court this week after pleading guilty to embezzlement.Jeff Fleetwood, the Berlin town administrator who retired this spring and now holds a similar position in Delmar, pleaded guilty to embezzlement Tuesday.
